Statement of Purpose
The CBYRA Junior Activities Committee's purpose is to develop interest in and enthusiasm for the sport of sailing among Chesapeake Bay area youngsters in at least the following ways:

  1. Coordinate an area-wide schedule of junior activities.
  2. Provide support and assistance to member clubs in establishing junior programs.
  3. Foster the development of a high level of junior instruction which will lead to excellent sportsmanship, seamanship, safety and competitive skills among CBYRA junior sailors.
  4. Coordinate CBYRA participation in US SAILING training, instruction, championship and other programs.

General Information
Membership in the Junior Program consists of two categories--Racing Juniors and Student Juniors.

Racing Juniors are those CBYRA members, affiliated with a member club, who will not have reached their 19th birthday by December 31st and wish to be eligible for CBYRA High Point Awards "Affiliated" means being a member or family member, or a junior program enrollee in a Junior Instruction Program conducted by a member club.
Racing Juniors must either pay annual Junior Dues of $20.00 or be a member of a family holding a family membership in CBYRA.
Student Juniors
are those juniors who enroll in a Junior Instruction program conducted by a member club, but who are not members or family members of CBYRA. Only Racing Juniors are eligible for CBYRA High Point Awards.

Member clubs decide for themselves what boats to use in their junior programs. Among the boats currently in use for Juniors are Optimists, CC 420's, Lasers, Laser Radial, and Flying Juniors.

Training
CBYRA through participation with the US SAILING Training Committee, offers a complete training support program for use by Member Clubs to teach young boys and girls to sail safely and to achieve a high degree of practical and racing competence in a climate of good sportsmanship.

Upon successful completion of the courses, participants are certified by US SAILING as Small Boat Instructor--Level I, or Small Boat Coach--Level II-IV. The courses cover teaching techniques, sports medicine and psychology, educational theory, safety, and land and water drills. The Instruction Course Notes, which are provided with the course, are quite detailed and an excellent aid in building an instructional program curriculum.

The CBYRA instructional curriculum is divided into three skill and knowledge phases, and individual clubs may have one or more intermediate ratings in each phase. The various steps in order of increasing skills are indicated below:

Skipper Advanced sailing instruction; applied racing tactics; US SAILING rules and applications; simple navigation; courtesy and ship's dress; tides; wind and weather; responsibilities of command; assistance in instruction of less advanced students.

Racing
The Racing Junior Program is dedicated to perpetuating and reinforcing a racing program within which Juniors may participate in competitive racing with their peers in CBYRA sanctioned events. The Racing Program may be conducted in any one-design type boat which the Member Club hosting the regatta chooses to start. For 2007, the following classes will be scored for CBYRA Junior High Point scoring and awards: Optimist, Laser, Laser Radial, and 420.
In order for a class to retain its sanction status in anyone year:
1- at least four skippers in the class should have been CBYRA members in the previous year, and
2- at least six skippers should be registered as CBYRA individual or family members for the current year.

Failure of a class to meet the minimum membership requirements for consecutive years shall cause the class to be removed from the list of sanctioned classes of CBYRA. A new application for class sanctioning will be required before the class is eligible for sanctioning.

CBYRA High Point Competition
Host Clubs decide which classes will be stared in their regattas and what, if any, individual qualifications will be required in order to participate. In addition to individual regatta awards provided by the host club, junior sailors have the opportunity to compete on a Bay-wide basis for CBYRA High Point Championship Awards. To qualify for a High Point Trophy in any class, a skipper must:

  1. Be a Racing Junior, as defined above, which includes affiliation (as defined above) with a CBYRA member club.
  2. Be a member of the regional class organization, if any.
  3. Be scored as a competitor, in the class, during not less than (5) CBYRA sanctioned events, one of which must be sailed outside the Junior's home club.
  4. Act as helmsman throughout each race, except for short periods of time or during emergencies when the skipper may be busy elsewhere in the boat.

Except as modified here, scoring shall be done on a basis comparable to that by which High Point scores are determined in the One Design Division, but no bonus factor shall be applied.

To count for High Point scoring purposes, a race must be listed as a CBYRA sanctioned event for the class so that all class members are notified of the opportunity to sail in the event. At least three (3) Racing Juniors must be recorded as participating in an event in order to earn High Point Trophy points as a junior, so it is important to check to see that all Juniors have registered as such by using the class name and number on the regatta entry blank. It is also a good idea to remind the people at the regatta registration desk that you want to scored for Junior High Point and be sure that they plan to note the juniors racing in the event on the score sheet and send the results to the High Point scorer within 7 days of the race. It is the host club's responsibility to properly tabulate and submit the scored to the HIGH POINT SCORER after the regatta. Optimist scores are to be submitted as overall scores not by individual fleets.

If you want to be scored for High Point Championships, you should be sure to put your six-digit CBYRA membership number, and the class number on each regatta entry blank you complete. The Junior Division class numbers are:

301 Optimist   306 CC 420

In previous years, a number of junior sailors have sailed in sufficient events to win High Point awards, but failed to qualify for these prestigious awards because they didn't join CBYRA or get properly recorded as qualified Juniors. Make sure this doesn't happen to you! Join early and make sure your race entries are properly completed.

Junior Racing Schedule:
In 2007, six classes will be sanctioned for Junior High Point Competition. Check the tentative schedule of CBYRA sanctioned regattas and other special events in which juniors may participate in 2007. The "code" used in the schedule is: Flying Junior "FJ" - Club 420 "420" - Optimist "O" - Laser "L" - Laser Radial "LR."

CBYRA Sanctioned Regatta Entry Procedures
Most clubs accept entry forms on the day of the regatta. However, some clubs may require the entry forms to reach them several days prior to the race day. It is up to the individual competitor to find out the entry requirements for a particular race.

Racing Juniors competing for High Point trophy awards should be sure to put both their 6-digit CBYRA member number and the correct class number on their entry forms. If you fail to include your CBYRA member number and the proper class number, you may not be scored for the Junior High Point competition.

Chesapeake Bay Optimist Team
The Chesapeake Bay Optimist Team (CBOT) is run under the auspices of CBYRA. Its mission is to practice together and to travel as a team to major regattas. The team consists of the prior years returning members and the top finishers from last years Optimist High Point Competition for a total of 12 members. Members must belong to CBYRA. However, they will still participate under the burgee of their club. CBOT is managed and funded by the parents of the team members. This year's team leaders are Terry Barnes & Patrice Brylske..

CBYRA and US SAILING Ladder Championships
The Chesapeake Bay Yacht Racing Association conducts four junior "ladder" championship events, which are qualifying events for US SAILING championships. The CBYRA champion advance to Area C semifinals, competing against representatives of Barnegat Bay YRA, North Jersey YRA, and Mid Atlantic YRA. The CBYRA Midgets Champion advances to the Middle Atlantic Midget Championship, competing against representative of Associations of Area C and Area B.

The following events, in addition to being eliminations for the US SAILING or other ladder championships, are CBYRA championships in their own right.
Sears Cup
The Sears Cup competition is open to crews of three (3) or more persons who have reached their thirteenth birthday and have not reached their nineteenth birthday by December 31. In 2007, the Sears will be sailed in Nomads with a crew of three. The CBYRA Eliminations will be sailed in J22s.
Bemis Trophy
The F. Gregg Bemis Trophy competition is open to crews of two (2) who meet the same age requirements as for the Sears Cup. In 2007, the Bemis will be sailed in the CC 420.
Smythe Trophy
The D. Verner Smythe Trophy competition is open to single-handed skippers who meet the same age requirements as for the Sears Cup. In 2007, the Smythe will be sailed in Lasers.
Middle Atlantic Midget Championship
This championship is open to boys and girls who have not reached their fifteenth birthday as of December 31. This event includes double-handed and single-handed divisions in 2007. The CBYRA single-handed eliminations will be sailed in Optimists and the double-handed will be sailed in CC 420's.
Massachusetts Bay Trophy
The Massachusetts Bay Trophy competition is open to board sailors who meet the same age requirements as for the Sears Cup. Juniors who wish to participate in the US SAILING Finals should contact Ms. Lee Parks at US SAILING, Box 1260, Portsmouth, RI 02871.

Eligibility for US SAILING Ladder Championships

  1. All participants, skippers and crew, must be members or children of members of CBYRA member clubs.
  2. The skipper, of course, must be a member of the club which he or she is representing. The crew may belong to any CBYRA member club. This rule applies at all levels of competition including the CBYRA championships.
  3. All participants must be racing junior members of CBYRA.
  4. No skipper or crew member, after participating in a club or CBYRA elimination for one of the events, may be a representative for another club or association for the same event in that year. A club belonging to more than one YRA may enter a crew in only one YRA elimination.
  5. In order to participate, skippers and crews must become, if not already, individual members of US SAILING (or Family or Associate members if eligible).
  6. The members of the crew in the US SAILING finals must be the same as those competing in the Area semifinals.

PROCEDURES

  1. The CBYRA Championships are events between representatives of clubs. Participants must be nominated by their clubs. There is a limit of one entry from each club when borrowed boats are used. Otherwise, more boats may be permitted as determined by the CBYRA Junior Activities Chairman.
  2. In bring-your-own-boat events, each event is scheduled for at least three races to be completed on the scheduled day(s). If three races are not completed, racing will continue on the following day(s).
  3. The top finisher(s) in each event will qualify for the next level of competition. CBYRA Champions must declare their intentions promptly after winning in order that the highest finisher who wishes to may compete at the Area C level. Those competing in the Area C Semifinals should be willing and able to sail in the Finals if they qualify.
  4. Entry procedures and starting times will be announced by the host club. Early registration is encouraged.
  5. A fee will be charged for each entry in the CBYRA Championships, to defray the cost of running the event, including the CBYRA winner's entry fee at the Area C Championships. In addition, where borrowed boats are used, a borrowed boat insurance fee of approximately $50 and a refundable damage deposit of $200-$300 may be required.

Robert L. Johnstone III Trophy (single-handed)
Manton D. Scott Memorial Trophy (double-handed)

The U.S. Youth National Championships is a US SAILING-sponsored national regatta for junior sailors. In 2007, the U.S. Youth Nationals will be sailed June 22-28 at the Southern YC, New Orleans, LA in the Laser, Laser Radial, 29er and Club 420 classes.

Eligibility: Entry limited to skippers selected by a US SAILING selection committee on the basis of resumes submitted by the applicants. Entries must have been submitted on-line by midnight March 15, 2007. For additional information, contact US SAILING office: 401-683-0800.

CBYRA INSTRUCTOR'S MANUAL: A useful guide for instructors handling Member Club Junior Training Programs. Helpful in establishing curriculum. Cost: $5.00.

PARCHMENT RATING CERTIFICATES: These are diploma-like certificates for award of official ratings to CBYRA Student members by the Member Club. Cost: $1.00 each.

CBYRA PATCHES: These are two-color cloth patches suitable for sewing on wind breakers, warm-up jackets, etc. Cost: $2.00 each.

RATING ARCS: These are two-color arcs depicting the level of attainment for Student Members available to Member Clubs. Available are: Seaman, Seaman II, Seaman III, Mate, Mate II, Skipper, Racing Skipper. Cost: $1.00 each.

INSTRUCTOR ARCS: Available to Instructors in Junior Programs at Member Clubs. Cost: $1.00 each.
